Penn State Extension is seeking an individual who will function as a team member of the Penn State Extension 4-H team at The Penn State Center Pittsburgh serving Allegheny County, working directly with local peers and statewide faculty and staff. The individual represents Penn State University and the College of Agricultural Sciences in interpreting, applying, and disseminating the latest research findings in volunteer management and development and 4-H Youth Development with a special emphasis on urban needs.
Major responsibilities will include planning, implementing, conducting, and evaluating 4-H volunteer management and development programs as an active member of the 4-H State Extension Team. This will include maintaining and expanding existing volunteer development programs, supervision of 4-H programs delivered by program support staff, building community collaborations and partnerships, managing an expanding revenue enhancement portfolio and developing a professional development plan. Special focus will be given to the new 4-H CITY Program, an African American male leadership program.
In carrying out the assigned duties, the individual will work directly with county staff, volunteers, youth and volunteer related agencies, and others to be identified. Specific program responsibilities will include actively work on the statewide 4-H State Extension Team in volunteer development and management working with faculty and extension educators.
- Develop and implement an action plan for volunteer development in alignment with the 4-H State Extension Team goals and objectives.
- Keep accurate records and be responsible for developing accomplishment and impact reports.
- Recruit, train, and supervise volunteer leaders for 4-H programs.
- Work to ensure that volunteer development is an integral part of the total 4-H program. Establish new 4-H clubs.
- Design and develop volunteer programs working toward increase in quality of delivery of 4-H programming.
- Design and develop curriculum using a variety of educational delivery modes (traditional, technology, social media).
- Use the World Wide Web and other technology to hold meetings, communicate and educate 4-H volunteers and professionals.
- Make effective use of traditional and electronic media to increase the visibility of the 4-H Youth Development program.
- Increase number of volunteer opportunities, volunteer membership, and volunteer participation in those opportunities.
- Assist in developing professional development opportunities for extension educators on volunteer management and development. Market and evaluate programs for development of volunteers.
- Prepare reports and communicate program impacts. Seek and manage extramural funds from grants, contracts, and gifts in support of 4-H volunteer development programs.
- Develop revenue enhancement strategies to obtain additional resources to initiate new educational programs or enhance ongoing programs.
- Attend state extension team meeting, in-service, and workshops as necessary.
- Support and improve the Penn State Civil Rights policies and provide affirmative action to ensure opportunity for underrepresented audiences and ensure extension educational programs are accessible to all clientele without regard to age, ancestry, color, disability or handicap, national origin, race, religious creed, sex, sexual orientation, or veteran status.
- Through public notification and “All Reasonable Efforts” make educational programs accessible to all clientele.
- Perform other duties and responsibilities as assigned by the 4-H State Program Leader or District Director.
The Penn State Center Pittsburgh, an office of Extension and Outreach, serves as an urban platform for Penn State faculty to access the Pittsburgh Region though our wealth of local relationships and partnerships. The Penn State Center Pittsburgh (PSCP) delivers the University’s Land Gant obligation to this urban area by transferring research based practice into community problem solving. This is accomplished via resident knowledge of a staff of more than 20 Extension Educators, Outreach Program Managers, Management, and Support Staff or, by accessing faculty and students from the University through engaged scholarship opportunities.
Typical Education and Experience Requirements:
Typically requires a Master's degree plus two years of work related experience, or an equivalent combination of education and experience.
Additional Required Competencies:
Preference given to those with a degree in education, management and supervision, leadership, or volunteer development. Candidates should possess the following:
- Experience working with youth organizations, K-12 education, program management in volunteer systems, county or community agencies, program advisory committees.
- Evidence of demonstrated knowledge, recent coursework, professional development, or work experience related to the position.
- Demonstrated ability in designing, promoting, implementing, teaching, and evaluating educational programs.
- Familiarity with various ethnic and socio-economic audiences and interest in working with adults/volunteers and youth from diverse backgrounds.
- Familiarity with urban community development and revitalization as well as Allegheny County preferred.
- Effective communication and information technology skills.
- Demonstrated effectiveness in collaboration, interpersonal skills, and team-based program planning.
- Must be willing to work flexible hours.
- Must have an automobile, valid driver’s license and be willing to travel within the district and state.
- This position requires that you operate a motor vehicle as part of your job duties.
- A valid driver's license and successful completion of a motor vehicle records check will be required in addition to standard background checks.
